Is Phnom Penh safe for single female travel?

Safe as anywhere in Cambodia. The sex industry does not dominate the town and the districts it does are not particularly unsafe either. Phnom Penh has good shopping, food and good value hotels. it's a pretty urban experience but I'd ignore any sexist opinions about who can or can't go there.

Is Phnom Penh dangerous?

Phnom Penh is all-in-all not a dangerous destination. But the main tourist areas in Phnom Penh are often the most dangerous in regards to crimes regarding tourists. The largest of your worries will be petty theft and tourist scams in these areas.
